After re-reading if you now have peripheral pulses in you left foot that's a good thing, as your Diabetes is often a cause of having absent pedal pulses, so your PCP finding a pulse is not a bad thing

Be it PAD, PVD, or whatever you'll have to have a Dr.'s letter saying it is related to your DMII. I don't know if a VA doc will say that in writing. Go private if you can.
